News reporters are beginning to ask the same question. http://www.kltv.com http://www.capecodonline.com Now there are reports of yet another 13-year-old girl being sexually assaulted by two Katrina evacuees. http://www.wboy.com The good news is that more and more state authorities are looking at the backgrounds of evacuees in their jurisdictions. It is a shame that Louisiana officials did not have a plan for registered sex offenders’ shelter like Florida does. But is anyone really surprised by that?
The FBI has obtained the authority to provide states access to the FBI's criminal history database for the purpose of conducting background checks on any volunteer, relief worker, or evacuee associated with Hurricane Katrina who would have access to children. The FBI is waiving its $24.00 fee that is normally charged for fingerprint-based checks relating to employment, licensing, and suitability. This limited authority expires on November 7, 2005 and requires a state or federal statute authorizing a fingerprint-based criminal history background check for individuals with access to children. http://www.reliefweb.int
More than 1 million children in the USA take care of sick or disabled relatives, shopping, feeding, dressing, medicating and even changing adult diapers, a government-financed study finds. http://www.usatoday.com The 1.3 million to 1.4 million child caregivers, ages 8 to 18, have responsibilities more suited to adults, the national survey says. It will be presented at a conference Friday by the National Alliance for Caregiving and the United Hospital Fund, with financing from the U.S. Administration on Aging.
Child caregivers tend to be more anxious and depressed than their non-caregiving peers, are more likely to feel at least some of the time that no one loves them, have more trouble getting along with teachers, and are more likely to bully others, misbehave at school and associate with kids who get in trouble. http://www.usatoday.com
The adoptive mother of a group of children who were confined in cages at night vol3_iss52 accused her husband four years ago of being a danger to the family. http://abcnews.go.com In court papers requesting a separation in March 2001, Sharen Gravelle said she wanted custody of their then eight young children because of her husband's "physical mistreatment of the children."
Slightly more than half of American teenagers ages 15 to 19 have engaged in oral sex, with females and males reporting similar levels of experience, according to the most comprehensive national survey of sexual behaviors ever released by the federal government. http://www.chron.com The report, released Thursday by the National Center for Health Statistics in Hyattsville, Md., shows that the figure increases to about 70 percent of 18- and 19-year-olds.
Documents released Wednesday show authorities have seized a chilling collection of evidence in building their case against murder suspect Joseph Edward Duncan who is also expected to face federal charges of kidnapping and raping Shasta Groene and kidnapping, raping and killing her brother Dylan. http://www.spokesmanreview.com Letters addressed to “Dad,” written by Dylan and Shasta Groene, were also found in Duncan’s Jeep.
Four Coeur d'Alene, ID residents were called heroes for their role in the rescue of Shasta Groene and the arrest of the man who abducted her and her brother. http://www.cdapress.com The four -- Denny's waitress Amber Deahn and her manager, Linda Olson, as well as patrons Nick Chapman and Chris Donlan -- split a $100,000 reward offered by the FBI for the safe return of the children and arrest of their abductor.
