“This needs to stop here”…
Steve Groene, the father of two children who were kidnapped and molested by a convicted sex predator, pleaded with Americans to protect other kids from similar fates. http://www.foxnews.com "This needs to stop here," a somber Groene said in an outdoor news conference. "People like this should not be allowed in public." We couldn’t agree more. Sex offender Joseph Edward Duncan had no business being on the street. While Joseph Edward Duncan III was undergoing treatment at a Washington state mental hospital after his 1980 conviction for sexually assaulting a 14-year-old boy, officials came to a conclusion. "Mr. Duncan is not safe to be at large," they said. http://www.lasvegassun.com Duncan, who was 17 at the time of his 1980 arrest, told doctors he had committed 13 rapes of boys by the time he was 16. In the 1980 case, he was accused of breaking into a neighbor's house, stealing guns, and then accosting a 14-year-old boy in front of a nearby school and sexually assaulting him at gunpoint in the woods. He pleaded guilty to first-degree rape. Had Minnesota passed its sex offender bill last year, when first proposed, Duncan would not have been on the streets. http://www.townhall.com

Eight-year-old Shasta Groene has been released from the hospital. http://www.foxnews.com Shasta's father said she was doing very well. "Certainly more than we could hope for," he said. "She's very upbeat, she's pretty healthy, she's glad to be home." Mental health experts caution the ordeal is bound to have lasting impacts. "She has witnessed horrible things," said Dr. Paul Domitor, a Spokane, Wash., psychiatrist. "These things will stay with her." Meanwhile, the remains of 9-year-old Dylan Groene have been identified, ending his family's hope that he had survived the kidnapping ordeal as his 8-year-old sister, Shasta, had. http://www.usatoday.com Convicted sex offender Joseph Edward Duncan bragged to his 8-year-old captive during more than six weeks on the run, telling her how he used a shotgun and hammer to kill her family after staking out their home for days, court documents say. http://www.foxnews.com

It was also learned convicted sex offender Joseph Edward Duncan III spent months on the Internet documenting his internal struggle over right vs. wrong. Then, four days before the two Idaho children he is accused of kidnapping disappeared, he wrote: "The demons have taken over." http://www.foxnews.com Duncan wrote "I have decided to give up on trying to convince people that I am a real person, with honest and good intentions, not some evil monster they should be afraid of." What’s truly frightening is that now some groups are blaming the registries for pushing offenders like Duncan over the edge. While some New York state lawmakers are stepping up the pressure to lengthen the confinement of sex offenders and better track their whereabouts once they're on the street, others say better treatment programs both in and out of prisons are more efficient ways to cut down on the risk of further attacks. http://www.poughkeepsiejournal.com " There is a category of offenders for whom treatment can make a measurable difference," said Anne Liske, executive director of the state Coalition Against Sexual Assault, a victims' support group. "When identified early, many (low-level offenders) are treatable." But law enforcement officials thankfully disagree. Most sex offenders "can't be rehabilitated," said Rensselaer County District Attorney Patricia DeAngelis, who said she reached that conclusion after prosecuting sex crimes for more than a decade. She said many have "100 to 300 victims" before they're caught.

The only truly fool-proof way to keep sex offenders from preying on children is to keep them in prison. And if they stay in prison, it doesn’t matter if the treatment programs are successful.

The head of a major United Nations study on worldwide child abuse http://www.ohchr.org opened a conference of government and human rights officials from 52 countries in Europe and Central Asia by observing that in many countries, children are "treated like property and have less rights than cats and dogs." http://jurist.law.pitt.edu The study is being conducted under the direction of the U.N. Committee on the Rights of the Child.
