On
the heels of a three count felony indictment against the Texas Department
of Child Protective Services (CPS) by a grand jury, (http://tinyurl.com/2andf)
Governor Rick Perry ordered a complete investigation of CPS. http://tinyurl.com/2nfmy
and http://tinyurl.com/yuv4t
In a stunning admission, Perry said ""There is enough
evidence from various parts of the state to suggest that some of
our most vulnerable children are not receiving the protection they
need from abusive situations. The evidence leads me to believe we
have a systemic breakdown in the safety net."
The Catholic Archdiocese of Portland has filed for bankruptcy to
halt court proceedings against it stemming from the pedophile priest
scandal. http://tinyurl.com/3gx66.
This is the first time a diocese has ever filed for bankruptcy,
although the Archdiocese of Boston had threatened at the heights
of the scandal in 2002. Victim advocates claim the move "halts
justice." http://tinyurl.com/2xmdq
Two weeks ago we talked about a U.S. Department of Education report
that found that 10% of American public students are targets of unwanted
sexual advances, often by their teachers. (http://www.childprotectionprogram.org/newsletter/vol2_iss24.html)
Last week, when delivering the report to Congress, Charol Shakeshaft,
a professor at Hofstra University's School of Education, stated
that more than 4.5 million children are forced to endure sexual
misconduct by school employees. http://tinyurl.com/2ocpx
The entire report is available online from the U.S. Department of
Education at http://tinyurl.com/2h3y8
In a bizarre 5-4 opinion, the Supreme Court last week ruled that
the "Child Online Protection Act" (COPA) was "probably
unconstitutional," and then remanded the case back to the lower
court. http://tinyurl.com/ywtnq
COPA was designed to help prosecute those who intentionally sell
porn to minors.
